Independent seeded noise per channel — the decorrelated stimulus, where
pan is the correlated one.
The two streams come from two seeds drawn from seed, so the pair is a pure
function of one argument (NFR section 6) and the channels share no samples:
spread reads near 0.5 and balance near 0, both to the accuracy a
finite hop allows rather than exactly.
